Greetings,
I'm probably missing something simple here, but what is the means to configure a Descent 3 dedicated server to allow play over a TCP/IP (not IPX) LAN?

I've got no idea, but I seem to remember the Vortex guys have lots of knowledge in that area.
I also remember there used to be one or more online tutorials on how to do that. Have you checked at the sites where you can download D3 missions?

I haven't found any LAN tutorials.
I posted on the dateiliste.com (http://www.dateiliste.com/en/forum/19-descent-3-dedicated-server-tool/2111-configuration-for-lan-games.html#2111) forum.
I know the DO clan has a LAN party every year and I intended to post there, but they never confirmed my registration, so I can't post.

If you're using the D3Server tool, it's really straightforward. Just set up the game, make sure your firewall isn't blocking connections, and launch. The clients/players can should be able to join it without problem.

I confirmed the host firewall was off but added exceptions for the server's port 2092. I can now see the server on the client.
